Massachusetts General Laws Chapter 140, Section 121E[1], created by Chapter 135 of the Acts of 2024[2], mandates a publicly accessible online data dashboard containing non-personally identifying firearms data, updated at least quarterly. DCJIS, in collaboration with EOPSS and the Executive Office of Technology Services and Security (EOTSS), collects, assembles, and publishes data on firearms use in the Commonwealth.
Required Data
The dashboard must publish two categories of data:
- Licensing data: Age, gender, race, ethnicity, and municipality of LTC and FID applicants and denied applicants
- Firearm violence data: Type of violence, demographics of firearm users and victims, geographic location, license status of firearm user, whether the user was a prohibited person, arrest information, prosecution disposition, connection to gang activity or domestic disputes, make/model/manufacturer of firearm, origin and secondary market source, and whether the firearm was lost, stolen, untraceable, or privately made
Penalties
No specific criminal penalties. Section 121E is a data collection and publication mandate directed at state agencies.
Related Provisions
Section 121B (the electronic registration system) feeds data into this dashboard. Chapter 66, Section 10B was amended to permit data transmission to DCJIS for this purpose. Chapter 6A, Section 18¾ provides straw purchase analysis data.
Referendum Status
Created by Chapter 135, this section would be repealed if the November 2026 referendum succeeds.
