EOPSS Updates Approved Firearms Roster for 2025
The Executive Office of Public Safety and Security (EOPSS) has released the 2025 update to the Massachusetts Approved Handgun Roster[1]. The roster determines which handguns may be sold by licensed dealers in the Commonwealth.
Notable Additions
- Smith & Wesson M&P 2.0 Compact in additional caliber configurations
- Sig Sauer P320 XCarry variant
- Springfield Armory Hellcat Pro
- Several Ruger Security-9 variants
Notable Removals
- Several discontinued Beretta models
- Older Smith & Wesson SD series variants replaced by updated models
Constitutional Challenge: Granata v. Campbell
The Approved Handgun Roster itself is subject to an ongoing constitutional challenge in Granata v. Campbell[2]. Plaintiffs argue that restricting which handguns may be sold by dealers is inconsistent with the Second Amendment under the Bruen framework. District Court granted summary judgment for the Commonwealth on August 29, 2025. Plaintiffs (FPC) appealed September 9, 2025. On January 28, 2026, the Trump DOJ filed an amicus brief siding with the plaintiffs. The appeal is pending before the First Circuit as of March 2026.
Important Reminder
The approved firearms roster applies only to sales by licensed dealers. Private transfers between individuals are not subject to the roster requirement. If you own a firearm that has been removed from the roster, you may continue to possess it lawfully and may sell it through a private transfer to another licensed individual.
